Why is it on me to call the police and have them stop him, potentially using deadly violence?
The whole point of this is that homelessness and drug addiction are the result of a systemic failure, and that the police are a poor solution. Furthermore, it would be ideal if the public—in particular the victims of such violence—had faith in the police departments ability to deescalate situations like this.
